Whenever a landscape plan is required as part of the environmental management permit
application, the design and installation of required landscaping shall be consistent
with the minimum standards in this subdivision. Where an applicant can demonstrate,
to the satisfaction of the county administrator or designee, that an alternative landscape
development plan will exceed the objectives of this article, as set out in section 10-4.104, strict application of the specific requirements for landscaping may be waived by
the county administrator or designee.
